When, exactly?

Whenever there is a mass killing using guns -- and often using guns of questionable "recreational" purposes, but let's leave that one alone for now -- the first NRA talking point is "This is not the time to talk about gun control..."

Is there some other time when we are talking about gun control?  I keep missing it.
